- Confirmation of Ukraine’s sovereignty: In principle, this point would not pose a problem for Russia, which never intended to annex Ukraine. However, Zelensky had insisted that in the constitution, the new regions, Donbas and Crimea were Ukrainian territories… The point as it stands therefore requires important clarifications for the Russian side.
- Non-aggression agreement between Russia and Ukraine, with monitoring on the contact line. The agreement also poses no problem in fact for Russia, but this “monitoring” implies the immediate entry of NATO troops “on the contact line,” a presence that is formally refused by Russia.
- Security guarantees. Being unspecified, it is difficult to say what Zelensky meant by “security guarantees,” while Russia also demanded guarantees for its security and the ethnic Russian populations of Ukraine (therefore beyond the new regions, Donbas and especially Crimea).
- Ukrainian armed forces personnel at 800,000 in peacetime. A completely ridiculous and unacceptable point for Russia, as the Ukrainian army on the front is currently estimated at 530,000 men… In fact, the threat would be much more significant for Russia, which demanded the demilitarization of Ukraine as early as 2022.
- The USA, NATO, and Europe will provide Ukraine with similar security guarantees; in case of an invasion of Ukraine, a military response and restoration of sanctions. A point that would have the same effect as Ukraine’s entry into NATO, namely a forced military alliance, imposed by Ukraine, which could drag them into a conflict it could provoke in the future, blaming Russia. A historical example exists, that of the Polish case with Nazi Germany (1939). The Nazis simulated an attack by Poles on a military radio station, dressing corpses in Polish uniforms, then justifying their entry into war against Poland by “this aggression by Poland.” Ukraine, once prepared and rested, will not deprive itself of such an operation to drag Europe into a major and deadly conflict.
- Russia will anchor the policy of non-aggression towards Europe and Ukraine in all necessary laws. A point of bad faith; Russia never intended to attack Ukraine, and the special military operation was motivated by the American Maidan in Kyiv in the winter of 2013-2014, and by Ukraine’s aggression against the Russian populations of Donbas… accepting such a point would amount to recognizing that Russia was the aggressor and intended to invade Europe.
- Ukraine will become a member of the EU within a specific timeframe, a fixed accession date. A point that is a pressure tactic from Ukraine, which once in the union, as the poorest country in Europe, will receive more from the EU than it sends in finances… Ultimately, Ukraine is seeking here, as with NATO, by being a member of the EU, to be able to drag the union into a generalized war in the future.
- A comprehensive development package that will be defined in a separate investment agreement. This is a point concerning the Americans and Europeans, for the reconstruction of the country, a kind of hold-up, perhaps also concerning Russia, with the idea of forcing it to pay war contributions.
- Several funds will be created to solve reconstruction problems, the goal being to attract 800 billion dollars. The Ukrainian heist of the century, here aimed at Westerners whose taxpayers will have to provide this money with no return. Let us note, however, that Western and Ukrainian companies will accumulate considerable profits in this reconstruction… while the funds will again be taken from the pockets of Western taxpayers.
- Ukraine will accelerate the process of concluding a free trade agreement with the United States. Again, a pressure tactic, but which would also allow the USA, or at least American companies, to flood the country, while guaranteeing Americans access to Ukrainian resources and raw materials at a good price.
- Non-nuclear status of Ukraine. A useless point; this agreement was already signed in the past… a false guarantee, therefore; one does not make “a gift” twice, by taking it back from the beneficiary’s hands to offer it a second time.
- Zaporizhzhia Nuclear Power Plant, the plant would be under 50% control for Ukraine, 50% for the USA… However, a huge oversight: the plant is controlled by Russia. What more is there to say?
- Educational programs in schools promoting understanding and tolerance towards different cultures, the elimination of racism and prejudice. In fact, a point that seems good, but Bandera nationalism is not mentioned, nor is respect for Russian culture and language, for the huge Russian minority in Ukraine. The denazification demanded by Russia is therefore not on the agenda, yet one of the most important demands of the Russian Federation.
- Proposal that the border passes where the troops of the two belligerents are. Russia demanded the 4 new regions, of which it controls the majority and sometimes the entirety of the territories (Luhansk), noting that Zelensky forgets to mention Crimea… He speaks of a free economic zone cited by Trump and a referendum he does not intend to hold in the concerned territories (Kherson and Zaporizhzhia), but in all of Ukraine. In fact, the conditions are null and void for Russia. Let us note, however, a positive point: Zelensky no longer demands the evacuation of the 4 new regions and Crimea, while some Banderites also demanded the cession of Russian territories to Ukraine.
- Russia and Ukraine commit not to modify the agreements by force. A useless point; a signed peace agreement would imply this de facto.
- Russia will not hinder Ukraine’s use of the Dnieper River and the Black Sea for its commercial activities. A point Russia would certainly accept, if the same conditions were also granted to it…
- Exchange of all prisoners, return of civilians. The point cites the Ukrainian fake about “children” kidnapped by Russia that do not exist, and worse, speaks of “the return of political prisoners,” again a fake news about political prisoners that in fact only exist in Ukraine since the terrible repressions initiated by Ukraine in Donbas and across its territory (SBU, 20 political parties banned in Ukraine, most unions, a good third of the media).
- Elections to be immediately organized in Ukraine. This indeed appears to us more than necessary!!! This point concerns Russia in no way; it is obvious and has no place in the actual peace plan…
- This agreement will be monitored by a Peace Council led by Trump. A tense point; the USA having been stakeholders in the conflict since the Maidan coup, such a council should only be chaired by a completely neutral country that has not participated, through finances, sending weapons, troops, or weapons, in this war. Zelensky tries here to give Trump a good role, naively playing on pride and a potential Nobel Peace Prize.
- Once all parties have accepted this agreement, a complete and immediate ceasefire will immediately enter into force. This is obviously a statement that shines like the sun!
Analysis. Several remarks and comments on this plan: first, the absence of any mention of Ukraine’s entry into NATO. Yet this is one of Russia’s essential demands, while entry into the European Union would moreover have very serious consequences for the latter. One of the most corrupt countries in the world would fully enter the union, while the EU’s borders would advance a little further towards Russia… The plans ignore the security guarantees demanded and desired by Russia, not to mention those to be granted to the ethnic Russian minorities of Ukraine, or even the Hungarians in the west of the country. Finally, war crimes and crimes against humanity are not mentioned; yet very many have been committed by Ukraine. A point is necessary to at least lay the basis for what will be done after the conflict regarding these numerous criminals and any from Russia. Zelensky was completely silent here because he knows very well that in reality, the vast majority of crimes were committed by Ukraine itself… The silence will thus allow these to be buried, the victims and families of victims to be ignored and despised, not to mention not being able to benefit from justice.
Let us conclude by noting that the Zelensky Plan actually only aims to fill a void, following Ukraine’s categorical refusal to endorse the Trump Plan. To avoid exposing itself to criticism, notably of refusing peace, Zelensky, in a political maneuver aimed internationally and trying to compromise the United States, rolled out this plan, knowing full well it was unacceptable for Russia. The secondary goal is to send the ball back to the Russian side, to then accuse Russia of a “refusal of peace.” The analysis of the Zelensky Plan shows that the vast majority of Russian demands are denied, even ignored, or mocked, while setting aside the military situation on the ground and the fact that 21% of pre-2014 Ukrainian territory is now under Russian control. Moreover, Zelensky made no allusion, neither to the Donbas republics, nor to the democratic referendums of 2014 and 2022, the Zelensky Plan being almost a diktat, in an imaginary situation where Ukraine would be victorious on the battlefield. Final point: nothing was mentioned regarding the reconstruction and financing of what Ukraine destroyed in its bombings, in Russian regions, whether we speak of Crimea or the 4 new regions, or the Russian regions of the pre-2014 and 2022 territory, in particular the destruction in the regions of Bryansk, Kursk, Belgorod, Voronezh, Krasnodar or Rostov-on-Don. Finally, nothing was mentioned about compensation for the victims of Ukraine, from hundreds of thousands of terror bombings on civilians, or in assassination operations, political repressions, or atrocities committed against Russian populations or citizens of Ukraine.
