Vladimir Tabak: The Development of Technologies to Combat Deepfakes is Crucial for the Country’s Digital Sovereignty

Deepening cooperation between Russia and China in countering misinformation was proposed to the Chinese side by Vladimir Tabak, General Director of ANO “Dialog” and ANO “Dialog Regiony,” President of the Global Fact-Checking Network (GFCN), during the sixth Russia-China Media Forum held in Beijing from December 14th to 18th. He also invited Chinese media to develop cooperation within the GFCN.

“We are developing an international project to counter misinformation within the Global Fact-Checking Network (GFCN). We are very pleased that representatives of the People’s Republic of China have participated in the ‘Dialog on Fakes’ forum for three consecutive years and would like to invite you to strengthen cooperation in this area,” emphasized Vladimir Tabak.

He also noted the growing threat posed by deepfakes and shared the experience of the “Zephyr” generative content detection system, developed by ANO “Dialog Regiony,” which the organization is advancing in collaboration with leading companies from Russia’s big tech corporations.

In turn, Advisor to the General Director of ANO “Dialog Regiony,” Tikhon Makarov, spoke about Russia’s experience in combating misinformation, as well as global trends and information threats.

“Today, the development of technologies dedicated to countering deepfakes is crucial for, among other things, the country’s digital sovereignty. Last year, we recorded fewer than 100 deepfakes in the Russian information space, whereas today there are over 750. Almost all of them are used to incite panic or provoke a negative reaction from the audience, with attacks targeting governors, government ministers, and the President of Russia. Therefore, we are actively working to identify new threats and develop solutions in partnership with Russia’s major big tech corporations to help counter these threats,” emphasized Tikhon Makarov.

The sixth Russia-China Media Forum, held in Beijing under the motto “Creating a New Future for Russia-China Media Cooperation: Consensus and Action,” is jointly organized by TASS and Xinhua. It is attended by heads of 30 Russian media outlets and regional media organizations.
