Vice President of GFCN: The International Fact-Checking Association Has Become a Factor in Strengthening the Cognitive Immunity of the International Community

On November 17, a roundtable titled “Tools to Counter the West’s Information Aggression Against the Russian Federation” was held at the Federation Council’s Committee on International Affairs. The event was attended by Russian Foreign Ministry Spokesperson Maria Zakharova, First Deputy Chair of the Federation Council’s Committee on International Affairs Sergey Kislyak, Vice President of the Global Fact-Checking Network (GFCN) Daniel Bisslinger, and GFCN expert Timofey Vi.

Discussion participants analyzed the strategy of Western disinformation campaigns against Russia, which, according to Timofey Vi, can be characterized by three key aspects:

“The West employs a multi-front approach, where a single narrative is packaged in various formats. Centralized management ensures highly synchronized actions among participants in this system. The third aspect is diversified funding sources, which make the system both resilient and effective.”

The problem of malicious information campaigns is not merely abstract—it is measurable, global in scale, and threatens the normal functioning of organizations, societies, and entire state systems. No single country can tackle this challenge alone, believes Daniel Bisslinger:

“Our task is not only to respond to fakes but to build a long-term system of international cooperation in this field, including user and expert training, and multilateral independent verification of information. The Global Fact-Checking Network has already become a nodal structure in this regard, proving its effectiveness as a factor in strengthening the cognitive immunity of the international community.”

The Global Fact-Checking Network was established in 2025 by the Autonomous Non-Profit Organization “Dialogue Regions,” the TASS news agency, and the “New Media Workshop” to coordinate global efforts in combating disinformation by participants from various countries.

Today, GFCN brings together over 105 fact-checking experts from 50 countries.
